Using Vehicles as Weapons

Me and my family’s prayers go out to all the families who lost loved ones and have loved ones seriously injured due to the cowardly terror attack yesterday at the Waukesha Christmas Parade.

Due to the severity of the on-going threat, I thought it pertinent to review an article from the Archives (2016) regarding Counter-Measures to Vehicle Threats.

With the recent terror attack in Nice, France we saw yet again how a determined jihadi with a relatively simple  attack plan and using a vehicle as a weapon wreaked absolute havoc and carnage on a group of innocent civilians, killing 84 and wounding 202.

Terrorist Using Vehicles as Weapons is of course nothing new, but it begs the question to Law Enforcement First and the Civilian Operator Second:

How do you Stop a Vehicle Like This once all other security measures have failed?

As I have sad before, when we talk about these types of dynamic scenarios we always have to remember that STOPPING this POS is not our primary job, it is Law Enforcement’s.

Our Primary Job is to SURVIVE!

That being said, SELF-SUFFICIENCY, not DEPENDENCY on the “AUTHORITIES” to “SAVE US” is something that is at the core of what the Civilian Operator practices and preaches.

So to make it simple, let’s put it this way: Your First Obligation is the Safety of Your Family and Yourself. And if you have been reading this blog for any amount of time, you know what I am going to say next. You first duty (and weapon) under that obligation is to be SITUATIONALLY AWARE.

At the tragedy in Nice, the majority of the victims were distracted by watching a fireworks show. The last thing they had on their minds was some maniac coming to plow them over with a truck. But as I said in my POST yesterday, if we expect to be smarter than our enemies, we have to LEARN from these tragedies, not just MOURN them. That means from now on, wherever we are, whether we are at the park with our kids or an outdoor concert with our wife, we HAVE TO BE consciously aware of what is going on around us, regardless of the festivities/entertainment taking place. Vigilance is not only the price of liberty, but also the price of our SAFETY as well.

So let’s just say your AWARENESS pays off and you recognize the threat before he is able to make you into a human hood ornament. Now what? Easy Answer: Get the Hell out of the kill box! He has a vehicle that at minimum, weighs a ton or more, you are on foot with a handgun with possibly VIP’s in tow (Family/Friends/Significant Others). Bottom line: a vehicle trumps a pistol so RUN.

But let’s just say for the sake of argument you are put in a position where this maniac is NOT going to let you escape to a place of SAFETY, and for whatever reason, you are going to have to FIGHT TO ESCAPE. In that case, here is a rough sketch of an action plan.

First, Place any VIP’s behind you and/or somewhere with hard cover and out of harms way. Secondly, if you have not done so already, Call 911. Give the dispatcher all the pertinent information you have. Make sure to tell the dispatcher you are legally armed so she can relay that to the responding officers. If possible, stay on the line with the dispatcher to create an audio record of the incident in the event you have to go to court to explain your actions.

Now as far as “tactics” go in this situation, I am not going to be able to tell you specifically “do this or do that”. I mean you have some maniac in a vehicle trying to run you over, I think you get the ideal what you have to do!

As far as when it comes time to shoot, some basic things to remember:

  • If you are in a crowded venue, there will be innocent bystanders around, Only take the shot if it is Clean and you have a safe background. I tell you this like you will have all the time in the world to make this decision, but in reality this decision will have to be made in a heartbeat.

  • Things will be moving fast, and you may only get one chance to take out this maniac, so make your shots count, but do not hesitate to fire multiple rounds. In a situation like this, the more volume of fire you place into that vehicle cab the more likelihood you will score a good hit.

When we examine the picture above which shows the truck that was used in the Nice attack, we see the majority of the bullet holes on the left side of the cab, with a few rounds on the right side. In France, they drive on the right side of the road just like us, which means the terrorist was sitting on the right side. With the majority of the bullet holes on the left side, this means the police were firing at the driver from the front/left flank, angling their shots left to right as the vehicle moved.  Dean Weingarten at Gun Watch did an excellent overview of this subject which you can read about HERE.

I know some of you may be asking yourself..”Well, shouldn’t I try to disable the vehicle first by shooting the tires or radiator before I try to take out the driver?” To this I answer unequivocally: NO! This maniac has already run over or ATTEMPTED to run over you and other people, so he has already demonstrated all the requirements the Law needs for you to use Lethal Force to stop him.

Having said all of that, you still need a “Plan B” to immobilize the vehicle in the event you cannot neutralize the driver right away for whatever reason. This of course means taking out the tires and the radiator/engine block if possible.

As a side note, it might behoove you guys to go back and review an article I did a while back on Bullet Behavior. I talk about how bullets behave though all types of mediums, including vehicle glass.

Speaking of shooting through vehicle glass, I would be remiss if I did not mention two things:

  • Carry Bonded Ammo when you suspect you might be shooting in or around vehicles or through glass. Bonded rounds are superior at maintaining their weight retention when fired through glass or other mediums.

  • When firing through Glass at a bad guy, HEAVY Volume of Fire directed at the same POINT is key to making solid hits.

Ultimately, the thing you have to remember is that these kind of scenarios are always going to be dynamic and unpredictable, and as a CO, you have to be ready to adapt right along with them. If you are forced to shoot at this guy and your rounds are not effective for whatever reason, transition right over to shooting out the tires and trying to pierce his radiator/engine block. Some of the newer model of vehicles will automatically shut down if the battery or electronics are disabled, so again, volume of fire is key.

There is no perfect answer for these types of scenarios, but there are answers; and those answers are ALWAYS going to involve ACTION on your part in some form or fashion.

I always remember this old Army adage from WWII:

“You can get Killed doing a lot of things in Life including NOTHING.”

“‘Anarcho-tyranny’ is a concept, where the state is more interested in controlling citizens, so that citizens do not oppose the overbearing political class (tyranny), rather than controlling real criminals (which might bring about peace and prosperity, and worst of all, dignity).

‘Laws’ are therefore enforced only selectively, depending on what is perceived to be beneficial for the ‘ruling elite.’”  (Sam Francis)

VBCs (at long last) may be wakening!

Representatives of the LAPD were recently summoned to a public forum in one of the City’s high-rent districts.

Citizens there were fearful and frantically expressed alarm at the gigantic spike in violent crime and widespread general lawlessness .

They demanded that police “Do something!”

As they’ve had to do so many times before, police command-staff officers in attendance then reluctantly informed these naive citizens that nothing could be done, because these same citizens had voted this tragedy upon themselves!

“You voted for this Marxist sleaze. What did you think would happen?”

Figuring all this out isn’t difficult, assuming you have at least a couple of working synapses and are willing to face reality, instead of living in some make-believe world!

Marxists are criminals, by definition!  Leftist politics does not attract honorable people.

When elected/appointed, their only interest is the seizure and consolidation of absolute power, and extermination (literal) of all opposition. They sincerely believe that the rest of us exist only to serve them!

Their MO is to shamelessly use private-sector thugs to violently enforce their leftist political agenda upon the rest of us, much as Stalin did in harassing (eventually murdering) pesky dissidents and political opponents, and as Mudero is currently doing in Venezuela.

Accordingly, violent criminals are enthusiastically doing Marxists’ dirty-work for them, here and now! This is precisely why Democrat politicians won’t allow their precious criminals to be arrested, nor prosecuted, nor incarcerated.

Resulting violent chaos is what we’re seeing in CA, NY, IL and other Marxist enclaves.

Why is anyone surprised?

Examining GW Tactics: Fire and Maneuver in Urban AO’s

From the Archives, 2016

In a recent Article, Law Enforcement told how they found a very large collection of ‘tactical writings’ in the home of Dallas Police Shooter and Army Panty Bandit Micah Johnson.

According to Police, the tactic of “Fire and Maneuver” or “Shoot and Move” was the tactic seen most often in Johnson’s “voluminous” notes.

Since Johnson’s MOS and military career was devoid of any real Combat training or experience while in Afghanistan, Where Johnson actually learned these tactics is up for debate. John Mosby in his superb Mountain Guerilla blog  makes the case that Johnson was taught these tactics possibly by somebody who had participated in Mil-Sim (Airsoft).

My personal opinion is that Johnson at some time or another, post-Army career, received training by Black Power militants within the BLM community, who are most likely, according to Robert Spencer from Jihad Watch connected with HAMAS through the help of CAIR, which is widely known to financially support Terrorism.

The student of history and Guerilla Warfare does not have to look very far back to see the deadly nexus between 1960’s  Black Power militant movements, like the Black Panther Party and the Nation of Islam led by Louis Farrakhan, so the BLM/HAMAS-CAIR connection is by no means a conspiratorial stretch.

Below is a video of an Armed Black Panther Rally/March in Austin, Texas in 2015. Note the chants about how the streets are “Our Streets” and “Oink Oink, Bang Bang” (overtly alluding to how they will Kill Law Enforcement).

When one starts piecing together the Dallas attack, the “Shoot and Move” tactic used by Johnson was one of the main reasons police thought there were facing MULTIPLE shooters, instead of just one shooter, as the fire was coming from many different positions. Gunfire echo in an urban setting combined with the chaos and high stress most likely attributed to this confusion.

This is a very important lesson to learn, both in the study of Guerilla and Counter-Insurgency Warfare (COIN). The guerilla must use any and all “force multipliers” to his advantage to try to overwhelm the enemy (both mentally and physically.) One of the greatest force multipliers is the APPEARANCE that the Guerilla (or the Guerilla Force) outnumber the Conventional Force.

This tactic most often manifest itself as a psych-warfare tool first. Keeping the enemy confused and fearful creates hesitation in how they will respond both tactically and strategically, which gives the guerilla more time to plan and attack. We can understand this point better as we listen to the Police radio traffic from that day of the attack in Dallas.

Now that we have briefly touched on some of the offensive aspects of fire and manuever warfare, let’s talk about the DEFENSIVE aspects.

The armed citizen must understand that regardless if it is you and a perp facing off at 10 feet in a gas station parking lot or you pinned down in an urban shootout like the one in Dallas, MOVEMENT = LIFE!

I will be touching on some of the more detailed aspects of urban sniping and fighting in some later installments, but right now the key thing for you to remember is to ALWAYS MOVE TO SOLID COVER AND KEEP MOVING UNTIL YOU ARE OUT OF THE KILL BOX.

In Combat Shooting you will often hear the maxim: “GET OFF THE X” (With the “X” Being the Kill box.) For those of you that understand how the OODA loop works (Observe, Orient, Decide and Act) when you MOVE In a fight, regardless if it is empty hand, stick, knife or gun, you force your enemy to RESET their OODA Loop. Even something as simple as a side-step can buy you 1/2 a second of reaction time in a fight and that half-second may be all you need to neutralize your opponent  or escape.

When we are talking about a situation like the Dallas shooting, where civilians were caught out in the open with a shooter in an elevated position, Movement can be a tricky thing. Depending on the shooter’s elevation, your cover may be of little use since the shooter may be able to position themselves to look OVER and DOWN onto your position. This is what I mean by having SOLID or COMPLETE cover. Remember, If you don’t have a solid roof over your head, it’s a possibility he can see you and consequently, shoot you.

Combine this fact with the shooter using “Fire and Maneuver” tactics and this is how you can end up being PINNED Down and eventually overwhelmed and killed. I cannot stress enough how important movement is in these situations. Staying “planted” in a kill box, regardless of how “safe” you feel, is a sure-fire recipe for a funeral.

Pictures from that day show how officers and civilians alike were “hugging” the ground, Getting as LOW as possible behind vehicles or any cover that was available.

Staying low as possible is a good tip anytime shooting is taking place, however in an urban setting where the shooter is elevated, it is mandatory. We will discuss more on “Urban sectors of fire” in another post, but for right now it will suffice for you to understand that in an urban setting, depending on how elevated the shooter is, he may be able to shoot farther on the “oblique” than he can straight on, it just depends. Of course what type of rifle he is armed with and his skill level play heavily into that equation. I recommend John L. Plaster’s The Ultimate Sniper and his chapter on Urban Sniping for more advanced reading on the subject.
