The Connecticut River Museum in Essex holds a fully-functional replica of the “Turtle,” the first American submarine ever built.

Little-known fact: the first submarine and underwater time bomb were created during the American Revolution–before electricity, and before Jules Verne.  

It was 100% human-operated (no engines just hand cranks and foot pedals) and used phosphorescent moss as the interior light source because a candle would use up too much of the available oxygen. Even though the “Turtle” failed to complete its few missions and its inventor always felt that he was a failure for it, he is often credited with being the Father of Submarine Warfare.

The son of a Connecticut farmer, David Bushnell was a brilliant man who had to delay going to college until he was 31 years old. While he was studying at Yale, he proved that gunpowder could be exploded underwater and also created a timing device to allow for delayed detonation–the first underwater time bomb.

His last year at Yale coincided with the beginnings of the American Revolution.  The university temporarily closed due to the impending crisis of war, but Bushnell knew he could use an underwater explosive to help his fellow patriots fight the superior British military power if only he could find a way to deliver it to the target.  He knew the machine had to be able to be completely submerged for at least a short amount of time to avoid detection and be maneuvered in the water.

His design is simple and efficient: a small barrel-like vessel, almost like two turtle shells glued together with simple pedal powered propellers. It had to be able to deliver the underwater time bomb, attach it to the target ship’s hull,  and then retreat before the bomb detonated, all before the pilot ran out of oxygen and had to surface.

The Connecticut River Museum has both a cut away display that you can sit in and feel what it was actually like to be inside the Turtle and a full scale replica that was hand made for the 1976 bicentennial. They tested the machine in a nearby harbor, and it is said to have worked beautifully.

U.S. Navy Captain Select Sentenced to Over Six Years in Prison for Accepting Cash and Prostitutes in International Bribery Scheme

A U.S. Navy Captain Select was sentenced today to 78 months in prison for bribery charges, admitting that he accepted cash, gifts, travel expenses, entertainment and the services of prostitutes from foreign defense contractor Glenn Defense Marine Asia (GDMA) in exchange for classified U.S. Navy information, including ship schedules that contained information related to the U.S. Navy’s ballistic missile defense operations in the Pacific. In addition, he was ordered to pay a fine in the amount of $100,000 and to forfeit $95,000 in proceeds for the scheme.

Assistant Attorney General Leslie R. Caldwell of the Justice Department’s Criminal Division, U.S. Attorney Laura Duffy of the Southern District of California, Deputy Inspector General for Investigations James B. Burch of the Defense Criminal Investigative Service (DCIS) and Director Andrew Traver of the Naval Criminal Investigative Service (NCIS) made the announcement.

Michael Vannak Khem Misiewicz, 49, of San Diego, was sentenced by U.S. District Judge Janis L. Sammartino of the Southern District of California for one count of conspiracy and one count of bribery.

According to admissions in his plea agreement, from January 2011 until September 2013, Misiewicz provided classified U.S. Navy ship schedules and other sensitive U.S. Navy information to the defense contractor Leonard Glenn Francis, CEO and owner of Singapore-based GDMA. GDMA provided port services to U.S. Navy ships and submarines when they arrived at ports throughout the Pacific.

Misiewicz admitted that when he was stationed in Japan, on the USS Mustin and in Colorado Springs, Colorado, he used his position and influence within the U.S. Navy to advance the interests of GDMA, including by providing Francis with classified ship schedules and other proprietary U.S. Navy information. In return, Misiewicz admitted that Francis gave him cash, paid for luxury travel on at least eight occasions for Misiewicz and his family, provided his wife with a designer handbag and provided Misiewicz with the services of prostitutes on multiple occasions. Throughout the conspiracy, Misiewicz admitted that he and his conspirators took steps to avoid detection by law enforcement by, among other means, using clandestine email accounts, which they periodically deleted.

To date, 10 individuals have been charged in connection with this scheme; of those, nine have pleaded guilty, including Misiewicz, U.S. Navy Capt. Daniel Dusek, Lieutenant Commander Todd Malaki, NCIS Special Agent John Beliveau, Commander Jose Luis Sanchez and U.S. Navy Petty Officer First Class Dan Layug. Former Department of Defense civilian employee Paul Simpkins awaits trial. On Jan. 21, 2016, Layug was sentenced to 27 months in prison and a $15,000 fine; on Jan. 29, 2016, Malaki was sentenced to 40 months in prison and to pay $15,000 in restitution to the Navy and a $15,000 fine; on March 18, 2016, Alex Wisidagama, a former GDMA employee, was sentenced to 63 months and $34.8 million in restitution to the Navy; and on March 25, 2016, Dusek was sentenced to 46 months in prison and to pay $30,000 in restitution to the Navy and a $70,000 fine; the others await sentencing.

The Officer, who has been identified (although not officially confirmed by the Navy) as Lt. Cmdr. Edward C. Lin, is accused of multiple counts of passing and attempting to pass secret information to a foreign government, reportedly China.

Lin had assignments with a Fleet Air Reconnaissance Squadron, which flies the EP-3E Aires II signals intelligence collection aircraft, and a Special Projects Squadron. China may have an abiding special interest in EP-3E collection operations and capabilities going back to the June 2001 mid-air collision between an EP-3E and a Chinese J-811 interceptor fighter jet. The Chinese pilot was killed in the collision and the EP-3E was forced to land on Hainan Island. Chinese authorities detained the crew of the EP-3E and blamed the United States for the incident. Adm. Dennis C. Blair, the commander in chief of the United States Pacific Command at the time, accused the Chinese plane of tailing the US jet.

Details of the charges against Lin are scant, based heavily on the three-page, heavily-redacted charging documents acquired by US Naval Institute News. According to those charge sheets, he is accused of multiple counts of passing and attempting to pass secret information to a foreign government, which is reported to be China.

Espionage is always a matter of grave concern. By definition “secret” information is that which by its disclosure could cause serious damage to national security. The specifics of the information Lin is accused of compromising will probably remain protected, though, even throughout court-martial proceedings.
The espionage, however, highlights critical strategic issues. The US Navy finds itself in a strategic environment facing competition against not one but two major powers—Russia and China. Both countries have taken advantage of a dwindling gap in US technological superiority to create areas of “Anti-Access/Area Denial” (A2AD). Both countries have deployed an array of surface-to-air and anti-ship missiles, and the associated radars and command and control, from the Western Pacific to the Baltic and Barents Seas. Their operational objective is to keep US and allied forces at a distance and stop the United States and its allies from waging war in a manner we have displayed from Operation Desert Storm in 1991, to Operation Odyssey Dawn/Unified Protector in Libya in 2011, to Operation Inherent Resolve against the Islamic State of Iraq and al-Sham (ISIS) in Iraq and Syria.

Attempting to gain sea control, operational access, and entry to A2AD air- and waterspace relies on advantages in information, targeting and decision timelines. In 2009, Chief of Naval Operations Adm. Gary Roughead committed to making information a main battery of the US Navy. The signals intelligence from EP-3E and similar collection platforms is foundational to how the US Navy and joint force will fight in an A2AD environment. The cat-and-mouse game of acquiring precise intelligence on A2AD defenses, while remaining undetected in our maneuver space at sea, is a critical strategic aspect of the modern and future battleground. Disclosure of the secrets of our reconnaissance sensors may tip that balance against the US Navy in a future fight.

Even while discussing information warfare and including cyber and electromagnetic domains in all-domain access, it is interesting to note that what Lin is accused of is good old-fashioned espionage. Rather than cyber espionage or computer network exploitation, which frequently appear in the press and popular culture these days, this was old-school human intelligence, exploiting human weaknesses as in Navy espionage cases of decades ago like John Walker—a US Navy Chief Warrant Officer who was convicted of spying for the Soviet Union—and Jonathan Pollard—an intelligence analyst with the Navy who was convicted of spying for Israel.

Mentioning those past espionage cases still evokes a quick, emotional response in Navy circles. Only time will tell if the Lin case will one day do the same. Given the accused’s access to front-line intelligence collection capabilities and operations, plus the involvement of China, our rival in the Pacific Century, the present espionage case has every chance to reach that level of notoriety and cause a similar degree of damage to the United States and national security.

Military Defense News: A Tour of the USS Zumwalt, America’s First Stealth Ship

A reporter for Defense News is the first to spend time on the USS Zumwalt as it conducted builders trials off the coast of Maine. The 610 foot long, 16,000 ton stealth destroyer, the first of her class, is undergoing extra testing before delivery to the U.S. Navy.

The Zumwalt‘s iconic slab-sided profile, in which no radar antennas, weapons or masts are visible, reduces the ship’s radar cross-section. Although most recent U.S. Navy surface ships incorporate some level of stealth, Zumwalt is by far the stealthiest. This has meant some pretty dramatic departures in warship design, which veteran reporter Christopher Cavas takes note of.

 One of the reasons why the ship is so large—up to fifty percent larger than the previous Arleigh Burke-class destroyers—is that everything has to be hidden from radar. Despite Zumwalt‘s unarmed appearance the ship packs two 155-millimeter long-range guns and 80 missile silos. Although the ship can carry out most missions, including anti-air, anti-ship and anti-submarine warfare, it will be particularly adept at smashing targets on the ground with its two guns. For now however, the Zumwalt‘s weapons are currently inactive and isn’t carrying any missiles.

The ship can also generate a lot of electrical power, up to 78 megawatts via an advanced induction motor and a Rolls-Royce gas turbine. The ship can provide provide up to 58 megawatts to weapons while still pulling 20 knots, makes it a prime candidate for future upgrades including lasers and railguns.

Even the small rigid-hull inflatable boats (RHIBs) that the Zumwalt carries get the high-tech treatment. Carried by all nearly all ships in all navies, RHIBs are typically launched off the side of a ship. Unfortunately the winches used to lower them in the water create a big fat radar return, soZumwalt‘s RHIBs are carried two each in an internal tubular bay, launching from a hole in the side of the ship like the fighters from Battlestar Galactica.

Cavas reports that the ship is hitting all of its planned objectives during testing, and hasn’t suffered any equipment failures—pretty impressive for a brand-new design with brand-new features. The Navy is building three Zumwalt-class destroyers. It originally planned to build a fleet of 32, but total program costs for just three ships soared to $23 billion.

The futuristic ship is commanded by—wait for it—Captain James Kirk. If the ship is accepted by the Navy, it will conduct weapons trials in 2018.

Military News: After 95 Years, the USS Conestoga Has Been Found

The USS Conestoga left the Navy yard at Mare Island, Calif., on Good Friday, 1921, bound for Pearl Harbor, with a complement of 56 sailors.

It cleared the Golden Gate at 3:25 p.m. and steamed into the Gulf of the Farallones in heavy seas. The Conestoga was a rugged oceangoing tug that had once hauled coal barges for a Pennsylvania railroad.

But 17 years after its launch in Baltimore, it had undergone hard use and had a reputation as a “wet boat,” one that took on water easily.

At 4 p.m. that day, as the San Francisco light ship recorded big waves and gale-force winds, the Conestoga passed Point Bonita and was not heard from again.

On Wednesday, 95 years later, the National Oceanic and Atmospheric Administration and the Navy announced that the wreck had been found a few miles from Southeast Farallon Island, just off the California coast.
